Construction site management: How Hamburg keeps traffic flowing

Urban and transportation planners are increasingly facing mobility challenges: Major cities such as Hamburg, Berlin, Cologne and Munich are growing and densifying, as well as many medium-sized cities, too. To address the problem of traffic jams and pollution, the German government, federal states and municipalities agreed on November 28, 2017, on key points of an immediate "Clean Air" program to improve air quality in cities.

For the Free and Hanseatic City of Hamburg, the State Office for Roads, Bridges and Waterways (LSBG) applied with various measures. As a service provider for the maintenance and expansion of infrastructure of the Hanseatic city, the LSBG successfully implements digitalization projects, including the "Congestion Forecast" project, which involves the introduction of a new software-based congestion forecasting tool, TRIAS.

TRIAS is a joint product of WPS Workplace Solutions and PTV Group. For the cooperation, WPS provides the intuitive frontend and PTV the powerful backend.

The solution supports everyone who is responsible for construction planning and traffic flow improvement. The software provides intuitive decision support for different planning variants of construction measures based on reliable and intuitively understandable traffic flow forecasts. In addition, the use of the software has a long-term, positive side effect: more intelligent planning effectively contributes to the reduction of CO2, nitrogen oxide and particulate matter emissions in cities.

The project was successfully completed on March 30, 2020. The system has been in active use since. Hamburg is relying on the software for congestion forecasting for its long-term and short-term traffic planning now. The feedback is throughout positive, especially from colleagues without a traffic background.

"One of our main tasks was to develop simulation software that enables congestion forecasting and the collection of real-time traffic data. Employees of LSBG and the Police are now working with a tool, to analyze the interactions between congestion and construction measures and thus are empowered to let traffic flow again."
